Imports in baggage, by post and temporary registered consignee arrangements

If you are planning to import goods in accompanied baggage or through the mail, you may still be subject to controls and paperwork.


If you want to import goods into the UK in your normal accompanied travelling baggage or private vehicle, you can do this as long as you declare these goods to customs on your arrival. This is called the Merchandise in Baggage (MIB) scheme. When you arrive, take the goods through the red Goods to Declare channel. If there is no red channel, use the Red Point telephone in the customs area.


The value of the goods and the particular customs procedure that applies to them will determine if you need to complete the Single Administrative Document (SAD) or Form C88. Whether you have to complete this document or not, any duty that is payable must be paid in full.


As an alternative, you may take the goods to another customs office in the EU before paying duty. The goods would have to travel under the Community Transit (CT) procedure. You would have to use the SAD to make out a transit declaration and present it to customs.


You can also import your goods via a postal service. Again, the value of the goods and the customs procedure that applies to them will determine whether a SAD is needed. This is usually when the posted value of your consignment exceeds £2,000. Goods you import via post from outside the European Union (EU) will require customs declaration form CN22 or CN23 to be affixed to the packet. This must be completed accurately by the sender.


Any goods that you import on an infrequent or one-off basis must be handled correctly for Customs purposes.
